Iron Co., Mo. (KFMO) - Governor Mike Kehoe has announced that the Missouri State Emergency Management Agency (SEMA) and the Federal Emergency Management Agency (FEMA) will conduct joint Preliminary Damage Assessments (PDAs) in nine Missouri counties following the historic flash flooding and severe storms that struck the state July 9-11, 2026.
The joint assessments were requested for Bollinger, Crawford, Iron, Madison, Morgan, Reynolds, Ripley, Washington and Wayne counties, with additional counties potentially being added as local officials continue documenting storm damage.
"Our SEMA regional coordinators have continued working alongside local officials to document extensive damage following last Friday's unprecedented rainfall through this week as the floodwaters receded," Governor Kehoe said. "These joint damage assessments with FEMA will verify damage to roads, bridges, and other infrastructure in support of a request for a federal disaster declaration and federal assistance. This is an important next step as we continue working to assist our impacted communities."
Beginning Tuesday, July 21, six joint assessment teams made up of representatives from FEMA, SEMA and local emergency management agencies will inspect documented damage throughout the affected areas.
The assessments will determine whether Missouri qualifies to request FEMA Public Assistance, a federal program that helps reimburse local governments and eligible nonprofit organizations for emergency response costs and repairs to public infrastructure, including roads, bridges and other public facilities. Both state and county damage thresholds must be met before a county can be included in a federal disaster declaration request.
Reynolds County Multi-Agency Resource Center
To help residents recovering from the flooding, SEMA's Emergency Human Services section has partnered with volunteer organizations, faith-based groups and state agencies to establish a Multi-Agency Resource Center (MARC) in Reynolds County.

- Friday, July 24: Noon to 6 p.m.
- Saturday, July 25: 9 a.m. to 6 p.m.
The center is designed to serve individuals and families impacted by the flooding by providing access to recovery resources such as cleaning supplies, insurance assistance, SNAP replacement information, emergency financial assistance, legal services and other support.
Officials note that agencies participating in the MARC are only able to assist individuals and families, not businesses.
Residents attending are encouraged to bring a photo ID showing their current address and proof of residence when possible. Those who lost identification or important documents during the flooding can receive information on replacing those records.
Missourians with unmet disaster-related needs can contact United Way by dialing 2-1-1 or the American Red Cross at 1-800-733-2767 for additional assistance. State disaster recovery information is also available through Missouri's disaster recovery resources.
