(Jefferson City, MO) Missourians will see marijuana become a recreational drug after Tuesday's unofficial election results. The measure, Constitutional Amendment 3, would also allow certain marijuana offenses to be expunged from criminal records and, in some cases, approve the release of those incarcerated for certain marijuana related crimes. It would also impose a six percent tax on the retail price of the drug to benefit various programs. Voters also approved Constitutional Amendment 4 which would increase minimum police funding for an established police force to ensure additional resources to serve its communities. That issue received 63% voter support. Constitutional Amendment 5, which places the Missouri National Guard in its own department rather than be controlled by the Missouri Department of Public Safety, was passed with 60% approval. Constitutional Amendment 1, that would have given the State Treasurer the power to invest in some municipal securities, was not okay with voters. 54% of them said no defeating the measure. The ballot question of whether or not to hold a constitutional convention to revise and amend the constitution was defeated.
